Managing the Risks of Parks & Rec
August 26, 2026 2:00 pm
Parks & rec programs carry unique risks — special-event liability, attractive nuisances, and tangled lines of authority with the cities and counties they overlap. Join for a practical look at what makes parks & rec uniquely exposed and how to manage it.
Speaker: David Clovis, Chief Consultant at Clovis Consultants and Associates
Few people understand parks & rec risk from both sides like David Clovis, who has worked inside a Parks & Rec district and supported dozens of cities as GM of the California Joint Powers Risk Management Authority. In this session, he’ll unpack the special exposures parks & rec face and share field-tested strategies for getting ahead of them.
For two decades, David was the General Manager for the California Joint Powers Risk Management Authority, where he guided members from over 100 cities and JPAs in all areas of risk management. He is the founder of Clovis Consultants & Associates, where he continues to share his expertise with public agencies, is a sought after speaker and trainer, and leads the Risk Management Certificate series for CPS Advisors. He has served as President of the Public Agency Risk Management Association (PARMA) and the California Association of JPAs (CAJPA).
